Search for a Domestic Resource Mobilization Advisor for NBR

The World Bank Group (WBG) is supporting the Bangladesh National Board of Revenue (NBR) led Domestic Resource Mobilization (DRM) reform agenda, including, financing implementation of the VAT Improvement Program (VIP), and supporting a range of DRM activities through a technical assistance (TA) under the Strengthening Public Expenditure Management Program (SPEMP). The WBG is looking to hire an individual professional as the DRM Advisor with the objective to support on the ground, the VIP and SPEMP projects, and DRM reforms support by the WBG more generally.

The consultant will be responsible for the following deliverables:
1. Monitor progress and submit monthly VIP Disbursement Linked Indicators (DLIs) and SPEMP DRM activities report including: (i) achievement vs targets; (ii) potential issues and actions to resolve; (iii) status of Agreed Actions with the WBG mission; (iv) follow up on recommendations;
2. Ensure effective planning, monitoring, and management actions that contribute to timely delivery of the activities;
3. Organize meetings with the relevant stakeholders inside and outside NBR;
4. Submit activities / work plan for the SPEMP activities to the Technical Advisory Committees;
5. Approve annual work plan with budget for the VIP, SPEMP DRM, and other WBG supported DRM activities;
6. Record notes of quarterly orientation session with the NBR wings;
7. Report of the training and capacity building events organized;
8. Disseminated reports on the NBR / VIP / SPEMP web-sites, of VIP and SPEMP DRM activities;
9. Ready to adapt and flexible to undertake other DRM tasks and duties, as may be required from time to time.

The consultant must meet following requirements:
1. Master's degree (with preference for PhD) in areas of Economics, Finance, Taxation, Public Administration, Management;
2. Minimum of 10 years of DRM related work experience;
3. Minimum of 5 years work experience in the public sector;
4. Proven experience in coordinating, cooperating, presenting complex technical and other issues, and negotiating with high-level government officials, and donor partners;

Demonstrated abilities and skills in areas of policy formulation, fiscal operations and tax reform, project management, team building and effective working relations with multiple stakeholders will be an added benefit. Economic research and analytical experience, and general knowledge in the use of new (disruptive) technologies is a plus.
